Organizational Readiness and Technology Acceptance in Digital Government: Evidence from the Philippine Veterans Affairs Office (PVAO)

Abstract

This study examined organizational readiness and technology acceptance in the implementation of digital government systems within the Philippine Veterans Affairs Office (PVAO). Anchored primarily in Technology Acceptance Model 3 (TAM3) and organizational readiness perspectives, the study employed a descriptive quantitative design using a researcher-developed structured questionnaire administered through stratified random sampling. Data from 315 respondents were analyzed using frequency, percentage, weighted mean, standard deviation, independent samples t-test, one-way Analysis of Variance, and appropriate nonparametric procedures through SPSS. The findings revealed a generally favorable level of organizational readiness, with an overall mean of 3.16. Availability of digital tools received the highest assessment at 3.22, followed by employee digital competence at 3.14 and institutional support at 3.11. Technology acceptance was likewise favorable, with mean scores of 3.28 for perceived usefulness, 3.15 for perceived ease of use, and 3.30 for both behavioral intention to use and actual system use. No significant differences in digital readiness and technology acceptance were found according to position, age, or years of service. Despite these positive findings, fragmented systems, workflow inefficiencies, data inconsistencies, limited transaction tracking, technical support concerns, system usability issues, and difficulties experienced by elderly beneficiaries remain areas for improvement. The study concludes that PVAO has established a sound foundation for digital government but requires continued strengthening of system integration, institutional support, digital competency development, user-centered design, data management, and monitoring mechanisms. The study aligns with SDG 9, SDG 10, SDG 16, and SDG 17 through its emphasis on digital infrastructure, inclusive access, effective public institutions, and inter-agency collaboration. Its sustainability impact lies in supporting technological and digital sustainability, institutional and governance sustainability, and socially inclusive public service delivery for veterans and their beneficiaries.
