Abstract

This study assessed the social services delivery in the Municipality of Pililla during Calendar Year 2025. It was conducted in the municipal government offices and barangays of Pililla, Rizal, utilizing a descriptive survey research design and documentary analysis. Two groups of respondents were considered: 150 employees of the municipal government and selected residents from the different barangays, with 20 residents from each barangay selected through quota and convenience sampling. A researcher-made questionnaire checklist was used to determine the extent of social services delivery in terms of education, health, youth, and elderly services, as well as the problems encountered in the delivery of these services. The findings revealed that most employee-respondents were 31–40 years old, predominantly female, and single, with the majority being college graduates. Among resident-respondents, the largest group was 41–50 years old, predominantly male, and single, while the largest proportion consisted of high school and college undergraduates. The employees perceived a high extent of social services delivery, whereas residents perceived a moderate extent across education, health, youth, and elderly services. A significant difference was found between the perceptions of employees and residents in all four areas of social services delivery. Age and educational attainment significantly influenced the perceptions of both groups, while sex and civil status showed no significant differences. Employees sometimes encountered problems in service delivery, while residents often encountered problems. The study concluded that differences in perceptions exist regarding the extent of social services delivery and that age and educational attainment are influential factors in shaping these perceptions. It recommended strengthening resident feedback mechanisms, streamlining service delivery procedures, expanding mobile health services, increasing youth empowerment and mental health programs, strengthening participatory mechanisms for senior citizens, and providing customer service training for frontline personnel. The proposed action plan was recommended for implementation, while parallel studies may be conducted using other variables
